Dallas Councilman Dwaine Caraway has gotten a large share of the blame for Dallas’ plastic bag ban from citizens who believe that he is the reason for them paying a fee for bags. Caraway wants to clear the air regarding whose idea it was for charging the 5 cents per bag.
“It was the retailers, not the city and not myself that introduced the 5 cents, it was the retailers who worked in conjunction with us to craft this ordinance,” Caraway said to WFAA.
Caraway says that despite the rocky start to the ordinance, it is working.
“Is it working? Yes, are people mad? Yes, are folks getting on board? Yes….is the city getting cleaner? Yes,” he said. “When you look at it, it’s not about money it’s about cleaning our city.”
